Petrol station car parking fine*student need help*

Hi all I’ve had a quick search but couldn’t find a case like mine so thought I would post here.
So about 2 years back I received a ticket for parking in a yelllow lined area in a petrol station that was connected to a shopping centre to then access the supermarket attached. The area does say no parking but as the takeaway services have their delivery drivers ( pizza takeaways) parked there I never really thought that it was an issue as such.
However, I received a few letters after the initial offence but then did not received another until a few days ago.The ticket charge is from ‘Civil Enforcemnt LTD’ and states that I owe them £140 ( £100 original charge + £40 additional costs) and if payment is not received in 14 days they will instruct third party collection agents.
As a result from here on in what do you believe would be my best course of action
1) ignore
2) contact them for an appeal ( under the grounds about them allowing takeaway cars to park in the same place)
3) pay the charge
Would really appreciate the help as a student I don’t really have the money to be paying £140 if I do not really need to!
Thanks in advance

If you missed the appeal chance, you will beat them at claim stage (not hearing, don't worry). Read all the other CEL threads! All cases won without a hearing , CEL do fold when a case is well defended.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Okay thank for the reply. So if I read through all the information regarding other CEL claims I should be fine, even just under the grounds I stated above?
Thanks
Edit: could you please refer me to which section of your thread i am at. I have ignored original letters and this new one states about if ignored again they will then seek their legal team, then into saying ‘ if a judgement is received obtained the options ....... Cory bailiffs , seize vehicle etc .
I am not sure if I am still at the appeal stage as the letters I received are only from CEL but no other legal/debt collectors0 -
