PCN sent to wrong address!

I recently received a Charge Certificate for a contravention that occured in January (turning right at a no right turn). I do not contest this mistake however the notice was sent to the wrong address. I moved from the address to which the PCN was sent in July 2017, and updated my details with the DVLA. I have since moved again (as I rent) to another address (actually on the day of the contravention) and have again since updated details with DVLA. I therefore did not recieve the charge certificates (and subsequent letters which were sent to an address I moved out of over 8 months ago) until this was passed on by the old landlord. Despite my protestations to the council they are now saying this is a matter to go to court as the address they have sent the charge notices to has been provided by the DVLA.
I've contacted DVLA who say they do not keep a record of past addresses, and I no longer have my old driving licence as this was sent back to the DVLA as requested. So, apart from my record of transaction numbers with DVLA, and other information like council tax bills, I have no other evidence to provide to support my case. Has anyone come across anything like this before or can offer any words of advice? Am happy to pay the fine (at £65) but not the £195 out of principle - they didn't even give me a chance to do so.

What do you mean when you say you updated your details with the DVLA? Does that mean your driving licence, V5c or both.
It's amazing how many people only update their licence and forget to update the V5.0 -
Charge certificate for 'turning right at a no right turn' must be a Council PCN.
If so, post on pepipoo (NO Hotmail emails there!):

...and they will tell you to wait for the Order for Recovery, and they can also tell you which TEC forms to complete, to reset the case to PCN stage, due to the fact that you did not receive a PCN or NTO.
They will also want to know the location, as many 'no right/left' turn signs are woefully inadequate and you might even have grounds to contest the validity of the PCN, once reset to appeal stage.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

That's why it went to the "wrong" address. As above take this to the Pepipoo forums where they specialise in council tickets. You will need to explain you didn't update your V5 to them.
I suggest you do your V5 ASAP as you won't get tax reminders or any other important post until you do. The last thing you want is a speeding ticket you knew nothing about.0 -

I was caught on camera being in yellow box and I admit my mistake .. The offence was on 22nd feb 2020 and have send notice on 2 March 2020. I had changed my address intimated the dvla by changing the licience on 28 feb 2020 and subsequently changed my vl5 on 7 March 2020.I was not aware of the ticket recieved. And since the lockdown brought out And the I recieved the second reminder .. i was lucky that the owner of the house was kind to send the photocopy of the letter by whatsup . The fine has come to 195.. can I challenge the ticket for reduction?? Pls advice0

No hotmail emails allowed there but they will help you reset this to appeal stage. There is a process to follow urgently and they are the experts on Council PCNs.
