VAT on electrical certificate for minor works

I'm having a couple of kitchen appliances changed (hob and extractor) and I understand I'll be issued with a certificate of minor works for the electrical element of the work.
However the quote I've been given has charged VAT for the certificate.
Is this correct?
I appreciate any insight.

If the contractor is vat registered anything he does will attract vat0 -
