You didn't even need to spend any more time on it. No reason to even think of paying.
Never just fold & pay a scam - mug payers fund the business model - not much better than the scammer.
No-one pays CEL here, they are soooo easy to beat on appeal and they often give up after seeing the first appeal, so you nearly snatched defeat from the jaws of victory. Glad you didn't!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I really do appreciate all the help and advice I recieved here. I have gained some knowledge to pass on to others if they ever find themselves in the same position. Sorry if anyone took offence in the previous comments but I really dont have the time to deal with scam companies like this at the moment, luckily the PCN seems to have now been dropped. Once again, thanks to all those who took their time to reply.0
