BOS 'soft' credit check - really?

This statement from Bank of Scotland in connection with their offer of house insurance:
"Depending on the payment method you select, we may need to carry out a soft credit check on you and your address, which will be visible to other lenders but will not affect your credit rating. "
Two things here: what's all this about credit checking an address? Why is a soft check visible to other lenders?

A soft search isn't visible to other lenders.
The soft check will be checking with a CRA you're on the ER and at which address etc - an identity check in essence0 -
Irritating that they use the phrase 'credit rating'. I'm sure they could come up with a better form of words.0
