Letter from Civil Enforcement re parking fine

Hi all, I have received a letter from Civil Enforcement, I've OCR'd it and the text is below:

Outstanding Debt: £140.00 (Original Charge £100.00 + Additional Costs)

Despite our various communication your debt remains outstanding.
Unless payment is received in full within 14-days we will unfortunately be left with no alternative but to instruct third part collection agents and costs will escalate.
Please be aware that following which we may be left with no alternative but to instruct our Legal Department to commence proceedings. in such circumstances, we will be seeking full costs of the Application together with all our legal fees in dealing with this matter.
If a Judgment is thereafter obtained the options that may be available to us is as follows:-
- Appoint Court Baiiiffs to attend your property
- Seize your vehicle / goods
- Apply tor an attachment of earning (see information below)
- Third Party debt Order (see information below)
If you are employed and we obtain Judgement, we may make an application for an attachment of earnings order which will be sent to your employer. it will ensure that your employer will take an amount from your earnings each pay day and send it to a collection of!!!64257;oe which will then be forwarded to us.
We may also make an application, if a Judgement is obtained, for a third party debt order which is usually made to stop the debtor from taking money out of his or her bank or building society account. The money we are owed will be paid to us from your account.

Back in May 2016 we parked in a private car park in Cleethorpes. Just over a month later I received a ‘Parking Charge Notice’ in the post, from Civil Enforcement Ltd, the reason being ‘Payment not made in accordance with terms displayed on signage’. I knew full well we’d bought a ticket and displayed it, and luckily still had it which was rare with it being over a month ago. I appealed this and sent a copy of the ticket. I knew full well we had left well before the ticket had expired too.
My appeal was rejected and referred to POPLA, still with no clarity why I’d been charged. A few weeks later I received an e-mail with ‘evidence’ from Civil Enforcement Ltd. This showed time stamped cctv photos showing my car driving into and out of the car park, which actually backed up my claim that I’d left within the allocated time. There was also a list from the ticket machine from a few hours of the day we’d parked there, which showed the reason they’d fined us. It looked as if the machine had the option to enter the full vehicle registration as it had a full keyboard, however we’d only entered the digits ’60’ from the registration. They’d easily identified this as my car however including the £2 fee we’d paid. Further down the list someone else had done the same thing so presumably received a PCN too. I imagine this is happening multiple times a day. I’ve never come across a machine asking for the full vehicle registration before.
Looking at signage I did meet all terms and conditions on the signage, which is what they’re now claiming I didn’t, and the reason I should pay the £100 fine. On the machine it simply stated ‘Enter reg number.’ and allowed us to enter two digits before issuing the ticket.
I appealed to POPLA and they again rejected my appeal. They had clearly identified my car and the fact I’ve paid the correct parking charge, and left before the ticket expired. Civil Enforcement are clearly making a lot of money from this as it’s not at all clear, and not right they should be charging anyone who doesn’t enter the full vehicle registration.
The fine has now gone up to £140 and looks pretty threatening with mention of court, bailiffs and ceasing my car. I've already appealed twice back in 2016 and my appeal was rejected both times. My thoughts are that I should ignore this as I've already appealed, and as I paid for the ticket and left on time I don't see how they can possibly expect me to pay. I can't see how they could possibly win if they took me to court. What are your thoughts on this?

Pay them nothing, it is a debt collectors letter, full of empty threats and misinformation, no big deal. Also, it is not a fine, it is an invoice for damages for an alleged breach of contract.
If they did take you to court they might struggle. Some judges regard wrong vrn as a very minor breach of contract, certainly not worth handing them damages of £100. De minimus non curat lex.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

Was it parking eye by any chance? I!!!8217;ve also had my popla rejected yesterday for the same thing-machine printed out a random series of letters so they!!!8217;re saying I haven!!!8217;t abided to their terms. I also have the ticket still. And they want £100!! No chance!0

I've now had another letter through, this time from ZZPS. The fine has now increased to £200 and in the letter they state that they are instructed to continue to pursue the matter in the absence of any contact. I've tried to put a link in but this site won't allow me.
The letter states:

Your unpaid PCN has been passed to us to resolve.
The balance owed is £200.00 and now includes late payment and debt recovery charges.
What you should do next- Pay
- Contact us - Telephone, E-mail, Write
- Seek advice (details of how and where are contained overleaf)

For your information, recent Supreme Court ruling (ParkingEye -v- Beavis) has confirmed that a Parking Charge issued on private land is enforceable and the Parking Charge does not breach the Unfair Terms in Consumer Contracts Regulations 1999.
We are instructed to continue to pursue the matter in the absence of any contact from you.

Would you agree that I need to respond to this? I'm guessing I should state the reason why I don't intend to pay. I'm quite worried about this as I can't afford to get a CCJ against me especially if it will affect my credit rating.

To cut a long story short I sent this chisellers a cheque for £60 for a quick resolution on 24 Oct - which was debited from my account on the 6 Nov: I considered the matter closed. However just received a letter saying they want another £40! This is the first communication I have had since the initial PCN - although they state that "despite our various communications"! As far as im concerned in cashing my cheque the matter is resolved..0
