why do you say that hammy - im in a similar position was never arrested but was fined by court by car tax running out (pleading guilty by post) also had to attend driver course when i had RTA (not arrested either time but was cautioned after RTA). not having car insurance is a civil offence, most other offences to do with motoring are civil offences. If you didn't pay the fine that would be a criminal offence and would be on your record, forget about it and just fill in the green form with no to everything.0
