Nat Ins credits for G.Parents - Child.C Vouchers?

I’ve just seen this:
Tens of thousands still missing out on pension perks http://www.bbc.co.uk/news/business-43474081

Would I be right in thinking that if a grandparent were to claim this, then it would affect the parents’ entitlement to Childcare vouchers?

Why would it affect child care vouchers?

the parent is giving NI credit that they don't need to the grandparent. The parent would already be getting NI credit from the NI dedicated from their wages.

    No money is invoved
