    You really need to read post #1 of the NEWBIES FAQ sticky thread.

    In there you will see that if you receive a Notice to Driver, which you have, you should wait until day twenty-six before submitting the template appeal as the keeper.

    It also explains why you should do that.

    Who gave you the ticket?

    On street parking or a private car park?

    Council or private parking company?

    What is the alleged contravention?

    Council PCN we assume? The NEWBIES thread does NOT apply to Council PCNs.

    If so, yes they can hand a PCN to the driver. But most PCNs are appealable.
