Accounts that let you trsfr money by Direct Debit?

A few years ago, I followed this MSE guide to set up multiple bank accounts. Every month, I move money between bank accounts to get interest/rewards. Most of the banks accounts require two active Direct Debits, so I used a Tesco Saving accounts to meet this requirement (as Tesco let you pay money into your account via Direct Debit).
However, I received a letter saying that Tesco are ending their Direct Debit feature in April.
Are there any banks that let you set up Direct Debits which I can use in place of Tesco?
If not, are there any ways I can set up a Direct debit for a small amount. The interest/rewards some of these accounts pay is only £3, so it doesn't make sense to do it on a larger direct debit.
(Because of my personal circumstances, I don't have any bills that I can use a DD for).
