Demand for administration fee?

I think it's going to be really difficult to provide useful suggestions, because each post you make introduces new pieces of the jigsaw, and raises more questions.

So if you've received a statement showing the late payment charge, I suspect that statement is the demand for payment.

(TBH, that would make more sense. Rather than making multiple demands for small amounts through the half-year, they put all the fees on your statement, and demand them all at the same time.)
