Appealing park eye charge

Hello all,

Looking for help and advice on appealing my parking fine at city of coventry health centre. I visited the car park on 28 February with my teenage daughter and 3 year old grandson, my daughter who has autism had an appointment with the community dentist. I have been sent photographic evidence of my car entering the car park at 11.03 and leaving at 12.18, I paid for 1 hours parking. The parking charge notice states that by either not purchasing the appropriate time or by remaining in th car park for longer than permitted in accordance with the t and c set out in the signage the parking charge is now payable.
Although I entered the car park at 11.03 I did not purchase my ticket until about 11.09 as I had to wait for a parking space to become available and the first machine I went to was not working , so I then had to walk to a machine in an adjoining car park , I was back at my car by the time my ticket was due to expire which would have been around 12.09, I then had to get my 3 year old grandson who is awaiting autism assessment strapped into the car which can take a little time to do and the make my way out of the car par which is always congested and difficult to get into and out of. At no time on there signage did I see that your time starts from when you enter car park and not at time of purchasing ticket. I am refusing to pay as I do not feel I am in the wrong thanks in advance

    Complain to the Health Centre Manager and the Dentist, one of them will easily cancel this.

    And submit an appeal at the same time, online to PE, stating that two passengers have autism and needed chaperoning to visit the dentist, so the usual 10 minute grace period does not apply because 'contract' cannot override disability rights. In any case, the driver purchased the ticket at approx 11.09 after waiting for a parking space to become available. And the first machine was not working. The autistic spectrum disability, the waiting for a parking space and the non-working machine, easily explain the extra 3 minutes either side of paid-for time and if PE refuse to make a 'reasonable adjustment' under the Equality Act (EA) they will have broken the law.

    Finish by telling them that a copy of this complaint is also being sent to the Health Centre Manager and the Community Dentist, as you believe there has been a breach of the EA and the Government's NHS Car parking Principles:

    Thank you for advice, I will phone health centre tomorrow to try and get a name for the manager and hopefully get this sorted out, so frustrating

    Not just frustrating, illegal. Get your MP on board if not cancelled after complaint/appeal.
