Parking Charge But Believe Council Road + Faded Li

The individual who was using my car on Friday, and returned the car to me - has also passed on a private car parking charge to me.
The charge is from norwichtrafficcontrol who I understand are an IPC member, so not worth appealing. I also understand their
direction of appealing to IAS instead of POPLA is complete BS.
However what I think makes this case quite unique, is the individual parking on Friday believes they were parking on a council
road. Therefore making the charge null and void. The area is around Norwich City Football Club, which has a
lot of car parks that and tarmac car parks which signs on entry saying how they have private traffic control.
This individual parked on Geoffrey Watling Way, up on really faded double yellow lines. See this location on GMaps

The parking charge has the guts to say location of Norwich City football ground, when it was quite clearly a road
(Geoffrey Wattling Way), and by the looks of it, a council road. All around the parked location is double yellows
, but what complicates matter is the road seems to turn into a private road, which has parking notices.... But the section the individual parked on seems council controlled.
Any advice on action to take other than wait for the official notice in the post?

Check with your council first to see if the road is public or private.
Send the initial appeal from the NEWBIES to the PPC. If you can prove that the road is council owned, then add that to the appeal.
Also complain to the DVLA if it is council land.
In any case, complain to your MP.

This is an entirely unregulated industry which is scamming the public with inflated claims for alleged breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They nearly always lose, and have been reported to the regulatory authority by an M.P.
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

and complain in the most robust terms to your MP. With a fair wind most of these companies may well be put out of business by Christmas.You never know how far you can go until you go too far.0 -
