PCN from Highview Parking at Riverside Retail Park

Hi. Back in November 2017 the keeper received a PCN through the post from Highview for overstaying in Riverside Retail Park in Norwich. The keeper automatically put in an appeal through the website ticking that keeper was not driving and explaining that it was actually my wife (not named). Obviously after reading up on here thd keeper knows now that was probably a mistake. The keeper’s wife was under the impression the car parking was for three hours and it also took a long time getting in and out of the car park because of traffic. She was completely unaware of any camera control. Once the keeper had put the appeal in the keeper heard nothing for months and so called Highview once more. The lady on the phone said to ignore any letters escalating costs until the keeper got a response from the appeal. Eventually the keeper got a letter from the debt recovery agency and so called Highview again. They said the keeper should email to appeals again,which the keeper did. After just over two weeks the keeper got a response. Apparently the keeper must have entered the incorrect email address, this was a genuine mistake. The keeper is now outside of the 28 days fir the popla appeal. Added to this the keeper has just worked out that the initial letter to keeper came outside of the 14 days allowed. Any help would he grately appreciated.

Stop 'phoning scammers!
Ignore debt crawlers.
Either appeal again as keeper, even though it will be rejected, or ignore everything you get for the next six years unless you get a LBC/LBCC/LBCCC/MCOL.
The BMPA motoring charity website will tell you the likelihood of that happening.
Read the NEWBIES anyway in case either of you get a PCN in the future, and tell all your friends and family about this unregulated scam.I married my cousin. I had to...I don't have a sister.

This is an entirely unregulated industry which is scamming the public with inflated claims for alleged breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They nearly always lose, and have been reported to the regulatory authority by an M.P.
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

and complain in the most robust terms to your MP. With a fair wind most of these companies may well be put out of business by Christmas.You never know how far you can go until you go too far.0 -

Complain to the BPA. Tell them that the keeper was never sent a POPLA code, and now Highview are pretending that the keeper *must have* put the wrong email address into the appeal, but with no proof of this. Also, if the email addy was wrong, if Highview did send a POPLA code by email before Christmas, then it would have bounced back as 'undelivered'. As such, Highview would have known for sure that their rejection letter was not served and they should have posted it, as they had the address.
Basically Highview KNEW the POPLA code was never given to the appellant, so you want a fresh one.
Complain to the BPA explaining the above, and ask them to investigate.
Bottom line, you are not liable. NO-ONE pays Highview - sooo easy to beat at appeal!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

By reading the NEWBIES thread where the BPA email addy is given in the section about complaints. The sticky thread is there to try to stop too many questions, as we drown on this forum otherwise.
Had you used the template appeal you would have seen this cancelled the same day by Highview.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Just heard back from the BPA. They say they can!!!8217;t help the keeper, as the keeper gave the incorrect details for the email address, (this however, was clearly a genuine mistake). They say that Highview have done everything correctly. The keeper is now getting letters from DRP again, stating that they will be handing the case back to their client and suggesting further actions. What does that even mean? What to do now?0

You know what to do, from reading the NEWBIES thread post #4 about 'ignore the debt collector' stage.
