Where are you from? If you are holding passports of following countries you will get a 15 day free entry upon arrival:
UK
Italy
Spain
France
Germany
If You are listed above and want to stay longer than 15 days then you will required to apply for a vietnam visa before hand (Visa on arrival).
However, if you apply for a visa for more than 15 days stay, you should apply for a Visa approval letter , when you receive it (usually in a day or two), then you will get permission to fly to Vietnam and get your visa stamped upon arrival.
To get your visa stamped you will have to pay an extra $25 for 30 day visa, and 50 for a 3 month visa.

Note: 3 month, 6 month and 1 year visas are also available for all Euro, USA, AU, NZ, CA passport holders.

We are flying into Hanoi and staying fro a few days then flying to Laos then back to Hanoi a week later for 2 weeks. Will we be able to use the visa waiver as we are not going to be in Vietnam for more than 15 days but our inward and outward flights from Vietnam are more than 15 days apart?0

No, you can only use the 15 day Visa Exemption once within a certain period [I think you must be out of the country for more than 30 days before returning as per Doshwaster's post above].
Use the Exemption for your first visit, and buy a 30 day single entry for your 2nd visit. Either get an e-visa, or use a reliable agent to obtain a Visa Authority Letter, ie. this one...

Things can change quite quickly though, usually the grapevine of the Vietnam Forum on Trip Advisor is very quick to update important changes.
Make sure that you have proof of onward travel handy when you go through Immigration on your 15 day Exemption visit.
Hanoi International is an excellent airport. You can money change just after you've cleared customs, the rate is only slightly less than you get in town, and try not to get lumbered with too many 500,000 dong notes.0
