Payment declined but money taken!

Hi All,
I'm hoping someone can help with my dilemma . I'm going on holiday next week and ordered my currency online this morning from Debenhams for home delivery. The payment declined but the money has been taken from my available balance.
I called them and it turns out the delivery address has to be the same as the billing address (I've just moved this week into temp accommodation for a few weeks so set up a mail redirection rather than change all my addresses to have to change them again in a few weeks).
So all I need to do is get my money back so I can collect in store instead. Debenhams are saying my bank (RBS) need to do it, my bank are saying Debenhams need to do it and I'm stuck in the middle. After 4 phone calls over 2 hours I'm no further forward! The bank tried but apparently as it was travel money visa won't allow them to put it back but apparently the merchants bank can release it. So, now I have to wait 3,4,5,10 (I've been told all) working days for it to automatically be returned but I can't wait that long.
Does anybody have any advice?!
Thanks!

You will have to wait for the authorisation to drop off before your available balance is freed back up.

Do you know why it was declined?
Did the bank stop it as a fraud/security transaction?
Or was it a fault with the Debenhams system?

All I can suggest is for you to ask your bank for a temporary overdraft facility so that you can use funds to purchase your currency.

It was declined because the delivery address has to be the same as the billing address.
I came into this world with nothing and I've got most of it left.

Well that makes sense does it not - ordering money to a different address would be a fraudster's dream.
