Norwich Riverside Parking Fine

I have just had a parking fine of £149.99 dating back to Nov 2017. This is the first demand I have had to my new address. I moved out of my previous address Aug 2017 I believe the demands must have been sent to my previous address - but I never received them. There is always problems exiting Riverside and I have spent as much as 20 minutes before queuing to get out. The debt is now in the hands of Debt Recovery Plus Ltd. on behalf of Highview Parking Ltd and has increased due to non payment. They say the notice was sent to an address provided by the DVLA. Now that I have moved to my permanent address I changed the address on my drivers licence and now have received this demand. Can I challenge this, any advise please???...

    It is not a fine.

    Edit your post to remove information about who did what. Only ever refer to The Driver and The Keeper, who are two different people.

    Have you updated your V5 details with the DVLA as well as your driving licence?

    Please read the Sticky thread or NEWBIES. This tells you why it is safe to ignore debt collectors.

    It also tells you how to appeal, but this may be rejected as they will probably say you are too late.
    You should in any case give Highview your new address, and could appeal at the same time stating this is the first you have heard about the PCN.

    This is an entirely unregulated industry which is scamming the public with inflated claims for alleged breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.

    Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They nearly always lose, and have been reported to the regulatory authority by an M.P.

    Hospital car parks and residential complex tickets have been especially mentioned.

    The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

    and complain in the most robust terms to your MP. With a fair wind most of these companies may well be put out of business by Christmas.
    You never know how far you can go until you go too far.

    I haven't acknowledged receipt of this demand - I received it on Mon 12 march and it says I have to pay within 2 week - should I respond?
