Parking charge notice from NPM

I Received a letter today from National Parking Management with a charge of £100 or £60 if paid in 14 days.
I wasn't the driver, apparently the car was parked on private land and there are signs.
It states they got my details from DVLA
And bascually if I don't pay after 28 days they have the right under paragraph 9(2)(f) of schedule 4 of the protection of freedoms act 2012 to recover from the keeper and details passed to debt recovery agents.

Do i need to pay this or should I ignore it?

I am going to drive down there soon and see what signs are actually about. I know there is one wall that states no parking but its painted on and it was on the othed side of the road and a bit further up

    Neither pay, or ignlore, read the stickies.

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors..

    Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They nearly always lose) and have been reported to the regulatory authority by an M.P.

    Hospital car parks and residential complex tickets have been especially mentioned.

    The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

    and complain in the most robust terms to your MP. With a fair wind most of these companies may well be put out of business by Christmas.

    you have not stated if a ticket was placed on the car or if this was by anpr , you have not stated date of event and date you recieved the letter

    in order to claim keeper liability , the company have to comply with many things inc sending mail correctly
  • It says it happened on the 13th March and I got the letter today.
    No ticket on car.
    I drove down there earlier and there are signs everywhere about not parking there.
    Not sure I have a leg to stand on.
    It says IPC at the bottom of the letter

    You need to read the NEWBIES thread to learn that you have.

    NO-ONE in their right mind pays these.

    EVERY private parking ticket we see mentioned here is IMHO an 'outrageous scam' (Hansard 2.2.18) by an industry that needs stamping on by Government, and that's in the pipeline, as you will know from following the info and link the Deep gave you already.

    No idea why you are unsure, when you have everything you need already on this forum.
