Planning Permission for Window

Hi everyone, I was after some advice regarding whether I need planning permission for a window.
We live in an apartment, first floor/top floor. Next to us is an unused are of grass/gravel and then a pub (with no side windows). There is about 50ft between us and the pub. We did an attic conversion with velux windows which was fine but this took away the natural light from one of the other rooms as it was previously through a velux boxed in from the roof down into that room. With the conversion we had to get rid of the box/window.
It's a small room and really needs some natural light and the only option is the side of the apartment. The ceilings are high so the window would be well above eye level and not very big. Is this something I can do without planning permission do you think? What is likely to be the case if I do need permission but go ahead without it?

If new windows are in an upper-floor side elevation they must be obscure-glazed and either non opening or more than 1.7 metres above the floor level.
Anything else will need planning permission.0 -
If you have access to the roof, try a sun pipe. Here is one supplier, with whom I have no affiliation and there will be other suppliers available. We put one in our internal bathroom several years ago and we still walk out and try to turn OFF the light.0

I appreciate you are asking about planning permission which I cannot advise on, but, are you aware you now need Building Regulations approval to replace windows?
I only mention it because I recently almost fell into that trap.Money may not buy happiness .. but it lets you be miserable in comfort.0 -
There are no permitted development rights for flats. It would need planning permission.Everything that is supposed to be in heaven is already here on earth.
