Tax credits stopper, how to contact

My child tax credits have not come through, I haven't had any letter or contact at all.
I can't ring them up because I have no credit and can't afford to get any.
What is the best way to contact them?
Can I email, or shall I snail mail them?
Can I request a call back from them ?

Nothing has been fixed since 2008, it was just pushed into the future
