PCN / POPLA requested but what`s next?

Hello,

Story begins,

Signed up for a gym, car was parked for 5 days in a row right next to it on a private parking, as it was later discovered. Apparently there was a number plate camera reader that was hard to see, as I work on nights and I was there after work from 6AM to 7AM it was quite dark when parked and was hard to see the signs (photos below), nothing was blocked and no one complained.

As soon as I received first Notice to Keeper, car found it self a new car park 5 mins walk from the gym. I did speak to the gym manager and he told me that they have got nothing to do with that parking area unfortunately.

Decided to wait and see if I will receive NTK for the rest of the days car was parked there. After 3 days second letter comes for the second day.

Straight away action was taken and I wrote an appeal to them with a letter that I found here.
Waited...
Did not receive NTK for the rest of 3 days and it`s already 12 working days passed.
Yesterday received a reply from the parking collection services. 2 letters - identical, for the first and second day appeal, but with different photos of my car.

Now I received POPLA code and I have another 14 days to pay with that discounted offer.

My question is can I get away by paying only first PCN and state that I did not know that it was a private car park until I received my first NTK? And can I send them an offer directly or shall I contact POPLA straight away instead?
Second question, if I do have to pay them 2 occasions of PCN, where are the rest 3?

No you won't get away with making an offer they will see a sucker to hound, use your POPLA codes it costs them, and those signs are rubbish.

There are no short cuts and no one on here is going to suggest paying these scamming Muppets.

You need to tell us who the PPC is that is sending the charges.

It is a scam, fight back thusly.

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors..

Parking Eye, CPM, Smart, and a smaller company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They nearly always lose) and have been reported to the regulatory authority by an M.P.

Hospital car parks and residential complex tickets have been especially mentioned.

The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

and complain in the most robust terms to your MP. With a fair wind most of these companies may well be put out of business by Christmas.

Edit your initial post to remove information about who works shifts, and who was there.

Only ever refer to The Driver and The Keeper, who are two different people.

PoPLA codes last for about 32 days. Use that time to create draft appeal using all the relevant points from post 3 of the NEWBIES. Post your draft here for checking before you submit it.

One appeal for each PCN/PoPLA code. These may or may not be the same depending on what the parking scammers are claiming.

Please also complain to your MP.

That PPC name and web address look wrong to me.
Please confirm the exact name of the PPC.

It's ANPR Parking Services Ltd, not Parking Collection Services. The latter are debt collectors I think..
