Hi,
I'm looking for some advice here and anything would be appreciated. I've had a look on the forums and can't spot anything similar to my case so apologies if this has been discussed to death.
My situation is this: I live in a block of about 19 flats, with around 20-30 tenants. We all share a private car park, with 8 bays available. I've lived here for a year and am still on the waiting list for a permit for on street parking(this is Brighton, nothing out of the ordinary).
Recently the car park has been given to Horizon to supervise and as such, PCN's have started to sprout on people's windshields. As there are so many of us vying for spaces on a first come first serve basis, people often park alongside the wall opposite the designated bays, in a manner which doesn't prevent anybody from entering/exiting the car park.
Having been forced to do this on many occasions, I was shocked when waking up to find a ticket on my car. On this particular day, one of the few bay spaces was occupied by somebody without a permit(i.e somebody who doesn't live here).
All I really need to know is whether it's worth appealing/ignoring this notice or whether I should just pay the reduced option within the 14 days. Is it possible to attache some pictures to (hopefully) clarify the situation?

Nor can I. Which is why I wrote a precedent defence you can adapt.. I've had a look on the forums and can't spot anything similar
Right to pass and re pass over the land (conferred by your tenancy) seems likely. Also I'd be willing to wager that horizon were brought in to protect bays for residents not to preclude parking as you have.
You're in a good position where your tenancy pre-dates any signs that appear.0
