Radiator valve stuck?

I turned on a radiator in my bedroom, which has been left off before. When I now turn the valve to switch it off, it stays warm. The valve does turn.
Is it just a matter of replacing the valve, will all the water come out of the system if I remove the valve?

    I'm assuming this is a thermostatic radiator valve?

    If you take the twisty, turny bit off the top - does the pin still move in and out?

    Yes, it will, you will have to drain the system to change the valves. However, all radiators (should) have a valve at each end. Are they both open?
