PCN appealed. No reply. Notice to Owner received.

I received a PCN over 28 days ago. Signage clearly says I can park there. I only noticed the fine on the windscreen the next day. So I drove back that day, parked in the same spot and took a picture of the car with appropriate parking signage (the picture shows my car and sign in the same photo - it's that obvious). I immediately emailed the appropriate correspondence (to Buckinghamshire County Council) as stated on the PCN. I rang up the next day to confirm they had received the email. They had. I heard nothing for a couple of weeks so I rang up again. They told me they had received it and it takes 28 days to get a reply. A few more weeks pass (over 28 days) and I assume the charge has been thrown out (as the case is so obvious in my favour). Instead I receive a notice to owner (Nto) saying I need to make representations etc. The reason being that I supposedly hadn't responded. I did respond and in my opinion very convincingly. I don't understand why I need to start paying money (stamp, envelope, paper and computer ink, along with my time) to fight against such a simple and obvious case of an incompetent traffic officer.

If they sent me a prepaid envelope I would happily oblige to do all this. I know it's not much money but it's the principle of something so silly that should have been thrown out ages ago.

My question is how do I make sure that this case is dealt with without paying any money? Do solicitors fight against this for me if the case goes all the way? Assuming I would win, would all my costs be recovered?

Ps. The signage is still the same to this day - nothing has been altered to say you can't park there. It explicitly states you can park there after 5pm.

    as this is council, sign up on peipoo forums using a gmail email address (not hotmail) and post in their council section, with scans of both sides of the pcn etc

    Sign up to pepipoo and show them the PCN and NTO (ALL small print, all sides).

    No. it's only a silly little PCN that will likely be cancelled at the next stage or adjudication.
    Assuming I would win, would all my costs be recovered?
    No, you won't have any costs, it's not a court and there is no risk of huge costs against you either. It's a room locally, a meeting with an adjudicator.

    Have you never watched the ones shown on 'Parking Wars' where they pop in and out in 10 minutes and most people win. Try finding Parking Wars on catch up and watch an adjudication with Caroline Sheppard.
