16yr old Unauthorized O/D

My 16 yr old son recently upgraded his bank account so he could buy items instore or online with his bank card.
With enough money in his account for a new graphics card for his Pc his 1st purchase online was a new £150 graphics card for his Pc.
He joined a pc parts site and tried to order the new card, 1st attempt didn't go through.
HIs 2nd attempt didn't seem successful either so he tried to buy it a 3rd time which appeared successful.
Now he has 2 graphics cards & is £150 in debt with the bank as it let the both graphics card purchases through.

Should the bank have allowed this ?
