First thing - complain like mad to the manager of the surgery and do not be fobbed off.
Do they expect patients to leave mid consultation because of some arbitrary time limit imposed by a third party?0 -
What did the surgery say when you firmly complained that their appointed contractor is harassing one of their patients?0

They don't actually care - Fact-based appeals are almost always doomed to failure.
Complaining to the surgery and the proven challenge points in the Newbies Sticky are the way to go.0
