Question remains - how do I find out what particular aspect of the T&Cs I am alleged to have breached, since I complied with the information on the car park notices?

First thing - complain like mad to the manager of the surgery and do not be fobbed off.

Do they expect patients to leave mid consultation because of some arbitrary time limit imposed by a third party?

What did the surgery say when you firmly complained that their appointed contractor is harassing one of their patients?

Do the complaint BEFORE you try POPLA.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Throughout here you are advised never to reveal who was driving

You need to edit your OP to remove details of who was driving

The ppcs monitor here and can use your posts against you

    it is NOT a penalty

it is a Parking Charge Notice, ie:- an INVOICE

GET THE PRACTICE MANAGER TO CANCEL IT ASAP

    Your edit needs more work!

Refer only to the driver or the keeper in the third party!

(And you have removed all the background instead of editing out the details of who was driving!!)

They don't actually care - Fact-based appeals are almost always doomed to failure.

Complaining to the surgery and the proven challenge points in the Newbies Sticky are the way to go.
