Charged twice for Parking

Hi all
Not sure where to go with this. I was charged twice on my debit card by King's Mall Shopping Centre in Hammersmith. They have admitted the error and advised they will refund me. However I have received nothing (one month later) and they are now ignoring my emails. Where do I go to next?
