If there is no gas supply and the appliances have been decommissioned then no cert is required.0

I provide space heating. My BTL has fully serviceable electric night storage heaters.
I will replace it this Winter with GCH but that is my choice.

Contact your council private sector housing people. They should send somebody out to see if the heating is adequate (whether gas or electric). It sounds like it isn't, in which case they should serve a notice on your landlord. If he then doesn't then sort it out he will be liable to prosecution.
Councils now place great importance on lack of heating. Cold nearly always scores very highly when rated under the HHSRS.
If your boiler is heating the water then it must have a CP12 gas safety certificate. The same council person who visits may well ask for one, although I believe it's the HSE who are actually the enforcing authority in this respect.0 -
even if no appliances are working, if there are gas pipes and gas flues in the property a CORGI certificate is still needed
What are my duties as a landlord in relation to gas safety?
You have duties under the Gas Safety (Installation and Use) Regulations 1998 to arrange maintenance by a CORGI-registered installer for all pipe work, appliances and flues, which you own and have provided for your tenants use.
You must also arrange for an annual gas safety check to be carried out every 12 months by a CORGI-registered installer.
You must keep a record of the safety check for 2 years and issue a copy to each existing tenant within 28 days of the check being completed and issue a copy to any new tenants before they move in.0 -

According to the OP, his/her 'Builder' has stated that the 'boiler' is acting like a big kettle. The OP has also stated the the gas supply has been terminated.
It sounds like the 'Builder' is talking about an immersion heater (No gas supply).Well life is harsh, hug me don't reject me.0 -

Thanks for the replies, i've spoken to them today after waiting for a callback and not getting one. They promise me one day until she can get this all sorted, so i'm giving them one days grace but that's it.
I think I may have confused myself earlier by talking about boilers. I'd say we don't have a boiler, we just have an immersion heater which gives us hot water. The only gas equipment is an old gas fire that is marked unsafe, so I would think no gas safety regulations have been broken.0 -

Thanks, I would expect that decommisioning and terminating the supply renders it safe?
I would not expect the authorities to take action against a landlord that did this.Well life is harsh, hug me don't reject me.0
