Condensate pipe insulation

Hi I would really appreciate some advice.
Last week my Father, who's 89, condensate pipe froze, he is insured with Corgi and they sent someone out. The engineer fixed the problem and advised that the pipe needed insulating and he could come back this week. The gentleman said it would be £140, my father tried to change the appointment date with him (not cancel just re arrange) and apparently he got very nasty on the phone stating he had bought all the equipment. I am very nervous with my fathers age and living alone, I live 140 miles away. Does this sound legitimate to you?
