Council tax asking for partners previous address

Partner has just moved in so need to change from single occupancy.
When adding him on it asks for his previous address but where he lived at his mums he wasn't registered there or on the electoral roll.
Does this matter? As far as I'm aware his parents pay full council tax although they are now retired so I'm not sure. What will happen if I don't put his previous address will they ask question?
Any advice is welcome.

Unless the council make a formal request for information to determine liability (for which a penalty could be imposed for failing to comply) then there is no requirement to supply any address information - yours is primarily a discount query but that doesn't stop them asking for information to double check liability if they wanted to go down that route.
In respect of discounts themselves there is no duty to supply an address but the local authority can refuse a discount if they feel that it may not apply - a catch 22 situation...I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0 -

I just wondered if I put his mums, do they check his previous address and the electoral roll?

It's mainly so they can check that the property they move to is set up correctly but some councils do get awkward if one is not given. You could just write 'not known.

I was just going to put his parents address but worries that they'd search and realise he wasn't registered there and he or them then get in trouble for not declaring he lives there. (they're not on benefits or claim and reduction for council tax unless being retired means they get a deduction)0 -
Just in case it helps, my wife and I jointly own our house and are registered for Council Tax as joint owners. Our 2 adult children live with us and are not registered for Council Tax (because they have no financial interest in the house) but they are on the Electoral Register so can vote and can be traced for credit reference purposes.
I am no expert in Council Tax but am very confident I am doing nothing wrong. I would be only too delighted if the children moved out and gave our address as their previous home to their own Council.0 -

Why do you care what the effect is? Tell the truth, and all will be well.0 -
It's an example of data harvesting. Your only obligation is to inform the council that you no longer qualify for single occupancy from the date in question. Don't tell them his previous address, don't even tell them his name. Just tell them the pertinent facts, or FACT, in this case.0

The is no obligation to provide it unless the council make a request under regulation 3 of the council tax (ad ministration and enforcement) regs 1992 and then it would be a requirement to provide any information requested to allow the council to determine liability - this could include the forwarding address.
