Received a ‘Signed letter of authority form”

Evening,
I raised an appeal for a parking charge. Pretty simple this one, meter was out of order. Took pictures which I included in the appeal I raised directly with Parking Eye (though the portal on their website).
When raising the appeal, I used the template (blue) appeal letter in the newbies thread.
A couple of days ago I received the attached letter;

I’ve read in some articles and on this forum that you should not identify who the driver is. That said, I’m not sure how to proceed with this letter, whether to ignore it, or to just sign the top 3 lines and leave the bottom 3 alone.
Any help / advice you could give me, would be greatly appreciated.

It says 'as you are not the named party on the parking charge notice'...so, why not?
Only the named recipient of the PCN responds by appealing. What has occurred? Who appealed?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I completed the appeal on the owner!!!8217;s behalf (not good with IT), who also happened to be the one driving at the time of the penalty notice.
Regardless of whether the letter is in my name, should keeper be selected and the owner sign it along with their own details (name, address), on the two third party lines?0 -
It is the 'keeper' who should be appealing this, not you. You can do all the work on it, but it must go out in the name of the keeper.
Blurring the lines only complicates the whole issue, and not to the advantage of the keeper, who, if the PE NtK is PoFA 2012 compliant, could be liable for this.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Start again. This does not even count as a valid appeal, you are a third party.
STOP. This is how to snatch defeat from the jaws of victory!
Appeal online all over again in the name of the registered keeper named on the letter.

You need to edit post 3 to remove information about who was driving.

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences.
Parking Eye, Smart and a smaller company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They nearly always lose) and have been reported to the regulatory authority by an M.P.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

and complain in the most robust terms to your MP. With a fair wind most of these companies may well be put out of business by Christmas.You never know how far you can go until you go too far.0
