How to proceed

The solicitor dealing with my Late Mothers Estate is taking too long to finalise matters, all property has been sold and the funds have been received. They say they are anxious to conclude matters but do not move forward, the only reason I can see for the stalling is to increase fees.
Background info that may help. Executor, not a beneficiary, appointed the solicitors to act, they in turn appointed a second firm in Ireland to deal with matters there, property in England and Ireland, all sold and monies received. I wrote to the main solicitors complaints officer, he has been "looking into the delay" since November. My mum passed away over eight years ago so this is way over due conclusion. Several years ago I opened a complaint with the Ombudsman and whilst he sympathised he could not help as I am not an executor. Is there anyone that I can contact now that would help to get this moving? or does anyone know if the Ombudsman has changed and can now deal with beneficiaries? The executor is an estranged cousin so I do not want to go through her.
Thank you

Nothing as far as I know, we do not speak, she has lied in the past, she was originally going to recede the executorship as she thought the will unfair, but was persuaded, not by me, to stay involved. She appointed the solicitors and has let them do whatever they want. She is not a beneficiary so doesn't seem to care how long or how much the fees are. I know we could get the executorship taken from her if we went to court or something but it would just drag it on even longer, as you can tell from the earlier post this has been a mess from the beginning. It has been complex and lots of different things have gone on. We are so near the end but they just will not finalise the accounts, won't say why, promise to look into it and this just keeps going on. I thought if there was a legal body that I could threaten them with maybe they would finally get it sorted.
