UKPC seeking advice

Hello,
Everything here is in Scotland. So UKPC issued a PCN for "nor parking correctly withing the markings of the bay or space" on 29/01/2018 and NTK has arrived on 07/03/2018 but in the letter it states that it has been issued on 02/03/2018. NTK states that if it will be ignored and driver not named it will be forwarded to debt collectors.
According to the newbies thread in Scotland you can just ignore them.
So should this NTK bee ignored or appeled? the NTK was issued on the 32nd day afte PCN and received only 37th day after PCN so maybe it could be appealed as invalid.The time limits are for these thing to be issued arent know to me.
Anyt advice is appreciated

No, it can't, they can issue a PCN for up to SIX MONTHS!the NTK was issued on the 32nd day afte PCN and received only 37th day after PCN so maybe it could be appealed as invalid.
But complain to the retailer to see if the Store Manager or site Managing Agent will cancel it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences.
Parking Eye, Smart and a smaller company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They nearly always lose) and have been reported to the regulatory authority by an M.P.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

and complain in the most robust terms to your MP. With a fair wind most of these companies may well be put out of business by Christmas.You never know how far you can go until you go too far.0 -

No, it won't. Debt collector letters are just letters.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi, before you go off on a "brain drain" about this ....
Debt collectors in this parking scam are rabid nobody's
and probably the biggest load of junk ever invented.
THEY CANNOT TOUCH YOUR CREDIT SCORE OR EVEN
GO NEAR ANY OF THE CREDIT REFERENCE AGENCIES
The idiots only act on behalf of a PPC and that means
that the fake debt the scammers and fakers UKPC are
claiming belongs to the PPC and NOT the plebbies called
debt collectors0
