Advice about enforcing Party Wall Award needed

I have a Party Wall Award with my neighbour who did a loft conversion. They weren't very happy that I insisted on having one and that we had two separate surveyors. They have not adhered to the terms of the award. Most importantly, they have not installed lead flashing where they were supposed to, leaving my property vulnerable to water damage.My surveyor has raised this with theirs but they are not responding. (They also did not advise on when the works were completed so it wasn't possible to do a proper final inspection as the scaffolding had already come down.)
I understand it is for me to try and make them do it by going to court. Any advice would be much appreciated. Particularly, whether I should get the work done first and then claim (in the small claims court?) or whether I can instigate proceedings with a quote or two from a roofing company before getting the work done.

    Your party wall surveyor should be dealing with this.

    He and the neighbours' surveyor should be explaining to the neighour that they will incur additional charges and costs that will far exceed the cost of any lead flashing.

    If it goes to court the neighbour will lose and it will cost them even more. You are holding all the cards so they are being very stupid.
