HMRC Annual Savings Tax sent to DWP

Further to my previous posts (where I was led to believe that the overpayment decision was made based on the credit card money transfers I had completed) I have now been informed that I wrongly declared I had savings under £6,000.00 when I made the claim for Income Support. I made a claim in February 2016 and any savings I had I declared. DWP state that they are in receipt of an annual savings tax document which relates to April 2015 to April 2016 and shows I have/had over £6,000.00. I have requested a Mandatory Reconsideration for several reasons but wanted to know do HMRC send information to DWP every tax year as a rule or only upon request? If it's the former shouldn't DWP have known of my "savings" prior to the Compliance Interview in the tax year of April 2016/April 2017? Or could this be a finding after further investigation into my circumstances?
