Advice please on renting / guarantors

Looking for some advise or thoughts in general please
My daughter is/was about to move into a new rental property with her flatmate. They currently share with two others and and feel its time to move on
A place has been found, holding deposit and all relevant fees for checks paid. References from current landlord and work have been accepted. Today there have been queries over bank accounts not being their current rental address (she kept home address due to short term let) the letting agent has accepted the reason but it seems the LL or their insurance have not and now want a guarantor. Between them, they earn over 70K and the rent is £1,500 per month. They had already agreed months rent in advance plus 6 weeks deposit
It just seems so unfair
I can’t due to my own bad credit rating and this was not a condition told to them originally
Is it a case of the LL wants it therefore no leeway?! Would they lose holding deposit if they weren’t able to proceed?!

LBM.....sometime in 2013 £27,056. 10 creditors
June 20.....£7,587.....3 creditors left 72% paid
£26,200 on interest only part of mortgage (July 16)...will chip away £17,103
£49,200 repayment mortgage ( July 16) £37,764

Nothing to do with insurance what so ever.
They earn more than enough in income.
Your daughter and her flatmate cannot provide a guarantor so if the Landlords refuses to rent the property to them then ask for the holding deposit back.
Go to the letting agents and be prepared to sit there all day.
Ask which redress scheme they belong too.
The LL and Letting agents have NO right to keep Holding deposit.0
