Parking charge with debt recovery letter

Hi people hoping you can give advice, I have looked at the sticky post's to do with parking charge notice but cannot find the correct advice.
Long story short !
I received a parking charge notice through the letter box about sept 2017, after looking on the internet the advice seemed to be ignore it, anyway 3 letter's later all ignored, today 6-3-2018 i get a Debt recovery Plus Ltd letter saying i owe them £149.99, original PCN was from Highview Parking at Riverside Norwich, car was moved from one car park to the other side, genuinely there spending money in at least 2 or 3 shops !
Is it too late to appeal and if not who do i appeal too, have not acknowledged receiving any letters yet.

    Yes. Too late to appeal. (The advice here is not to ignore! Though you doing so means little you can do but await any legal action)

    You are now in the debt collectors stage.

    Read up on this in the Newbies FAQ thread.

    You now ignore everything except a lbcca or Court correspondence.

    They have 6 years to start legal proceedings

    What happened when you complained to those Store Managers or the Managing Agent who runs the site (dead easy to Google any retail park)?

    Please don't ask if it's too late...NO.

    Such a waste of your time. We get Highview PCNs cancelled within 2 hours flat with one email!

  • I have not complained to anyone, was under the impression at the time that if I did nothing it would go away, that seemed to be what people were saying, but since looking on here I fear I should have complained, are you saying I should still complain now, I got the impression that it was too late once the debt recovery company had got involved?

    you should complain to the landowner and/or managing agent REGARDLESS

    get it cancelled by them before it goes any further

    they do not "go away" , not until 6 years have passed !!

    IGNORE has not been advised since october 2012 , some 5.5 years ago !!

    so you are "safe" to IGNORE anything from 2011 or before

    but you CAN ignore DRP as they are powerless and a mere debt colelctor who can only send out silly letters, nothing more
