Keyway Retail Park Willenhall

Been shopping at this site for years without problem. it recently expanded with a large shop opening. Following my weekly visit on the 21/02/17 a PCN popped through my door. Premier Park Ltd, trying to extort £100 (£60 if I'm really scared). A 2 hour limit for parking is in place, with a number of signs advising of this. If you have 20 20 vision and a magnifying glass you possibly would still struggle to read the 'small print' and the sign at the entrance is placed in such a way that you would have to hold up traffic on now whats become a very busy road to read it. Having spent many hours trawling forums, the way forward was an appeal. I followed the process to the letter as advised and that's been emailed( with screen shot saved).
I also thought there is nothing to lose in contacting the retailers, letting and managing agent, after all what could I lose (apart from £100 that is).
I contacted the retailers, managing and letting agents of this extortion attempt and the fact an occupant of the car was disabled and the 2 hour rule was not enough to to comfortably shop the whole newly expanded site.Three of the shops were not interested in the slightest that they are all encouraging people to shop there but not as to the dangers of them luring us in.
One hasn't bothered to reply at all.
Now the good news, after a email exchange with the managing agent, who in the latest email has assured that the ticket has been rescinded and the maximum parking time on this site has been increased to 3 hours.
I would really like to name and shame the retailers who turn a blind eye to to this type of extortion attempt but would not like to fall foul of the forum minders...
Can I do this

Well done to you and to them. Bad that they are retaining PP on site, though. NASTY ex-clampers.I would really like to name and shame the retailers who turn a blind eye to to this type of extortion attempt but would not like to fall foul of the forum minders...
Can I do this?
There is NO lawful excuse that they 'didn't know' about your (or your passenger's) disability. No such excuse exists when a service provider is guilty of INdirect discrimination against the disabled population ''at large'', it's a failure of a statutory duty by PP and the retailers who ignored you.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks Coupon_mad...here we go.
Poundland - in particular customer service
Diane, who was very reluctant to pass on my concerns to her supervisor.
Kelly the supervisor who just could not give a damn.
Home Bargains.. in particular Hannah of customer services...lip service reply
Jollyes pet shop ..in particular Tanya of customer service..lip service response.
B&M couldn't be bothered to respond.
I need to change my shopping habits as I will no longer be spending my hard earned at these places and will actively encouraging others to do the same.0 -
Glad to hear it, they do not deserve disabled patrons, or any patrons, if they can't be @rsed to follow the law and make reasonable adjustments, something any service provide has a legal duty to do.
You could ask at other retail parks if they will add your car to the 'white list'. So you get no PCNs.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Here is an example confirmed by Aldi:

Register the blue badge & car at the CS desk of the store, e.g. Supermarket, so it is exempt from time limits, or provided with a longer time the CS desk must make clear. Get proof, ask for a printout confirming the registration is on the store 'white list' to keep, just in case.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi Coupon-mad,
I have been asked by the managing agent who helped in this if I could remove any personal references, I have done this on my post but cant do it on yours I would be grateful if you would do the same...thanks in advance0 -
No worries, I think I have done so. Point out the post number if you need me to edit more.
Has the site MA told you about their own site ''white list'' and added your vehicle, to conclude this complaint once and for all and prevent a recurrence of this discriminatory 'outrageous scam' (Hansard)?
If he is reading this, what the heck of hecks are they doing allowing a firm like Premier Park to infest the location and harass patrons? PP are ex-clampers, named and shamed in Parliament last year and part of an industry utterly condemned as ''wilfully misleading'' only last month!
Have you complained to your MP about this, too? Even though it was finally cancelled by the landowner, in our experience (maybe the landowner should pose as a mystery shopper or two, and deliberately test the ''appeals system''...) PP would never have done so otherwise.
I challenge the MA to prove me wrong. Test it, anonymously, see exactly what poor, vulnerable shoppers receive in the post when they try a normal appeal...see how aggressive the letters are.
There was a debate in Parliament a month ago and these are some of the comments made by the MPs, concerning the unregulated parking industry (Feb 2018):
https://hansard.parliament.uk/commons/2018-02-02/debates/CC84AF5E-AC6E-4E14-81B1-066E6A892807/Parking(CodeOfPractice)Bill
''Rip-offs from car park Cowboys must stop''; unfair treatment; signage deliberately confusing to ensure a PCN is issued; ''years of abuse by rogue parking companies''; bloodsuckers; ''the current system of regulation is hopeless, like putting Dracula in charge of the blood-bank''; extortionate fines; rogue operators; ''sense of injustice''; unfair charges and notices; wilfully misleading; signage is a deliberate act to deceive or mislead; ''confusing signs are often deliberate, to trap innocent drivers''; unreasonable; a curse; harassing; operating in a disgusting way; appeals service is no guarantee of a fair hearing; loathed; outrageous scam; dodgy practice; outrageous abuse; unscrupulous practices; ''the British Parking Association is as much use as a multi-storey car park in the Gobi desert''; and finally, by way of unanimous conclusion:
''we need to crack down on these rogue companies. They are an absolute disgrace to this country. Ordinary motorists and ordinary residents should not have to put up with this''.
These are the exact words used. Just in case the MA is left in any doubt about the strength of feeling against firms like the one they contracted to harass shoppers with a 'protection racket style' operation.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
