There is absolutely no point in 'outlining the specifics'.
At least two posters have strongly suggested you appeal will fail, and you have accepted that. So what is the point of wasting effort writing anything else?
The only point of appealing at this stage is that if it gets to court then you are able to demonstrate that you tried to engage with the claimant at the earliest opportunity. That's all.
You are of course free to write whatever you like in your appeal.0 -

If you do add any words about the machine failing to accept 10p (which you can if you want) do NOT say who was driving, not ''me'' nor ''I did this''.
Talk about the driver and the car in the third person at this stage. Or use the template only.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
