are pension savings included in savings limits?

Hi I wonder if anyone can tell me please, if savings in a personal pension are usually included in the savings limit for things like council tax benefit & the HC2 form for help with NHS costs for those on a low income.
It just says "savings, investments and property (except the home you live in)'' on every website i can find, but i'm unclear whether that includes savings in a personal pension or not?

I do not believe that they are.• The rich buy assets.
• The poor only have expenses.
• The middle class buy liabilities they think are assets.0 -
Pension investments are not included in savings limits the reason being that you cannot access them on demand, at least not until you are 55 (increasing to 57 soon), even then they won't be counted until you reach retirement.
This is my understanding of the position, I'm happy to be corrected if wrong.0
