Merchant avoiding agreed refund

I bought an item, which although as advertised, I could see that it was not going to do the job. The merchant agreed to take it back. It turned out that the supplier was nearby, so it was agreed that I return it there.
This I did, within half an hour of taking delivery. The supplier phoned the merchant and it was agreed that I get a refund. After that weekend, the merchant said that he would apply the refund to my card immediately. The supplier confirmed that they had reimbursed the merchant. However, after a week there is no refund appearing. The receptionist promises that they would get back but they don't.
What can I do?

You can ask your card issuer to do a chargeback on the basis that the refund has not been made, but they may insist that you wait for a while as a week really isn't very long.
