I would be very careful before tampering with the tampered ATM.

I've never heard of any such reward being offered. I would be astonished, and disappointed, if the police did it, but there's no harm in asking HSBC, just be prepared for the answer to be No.
The police won't do it. I'd be astonished if a bank did either. Cue an army of people fitting their own (not necessarily viable) devices and "finding" them once word got around!0 -

Working with Crimestoppers the reward scheme aims to support the police in their fight against crime and help inform the public about how they can protect themselves.
