Yes, this is a rule that prevents suppliers from backbilling for energy used over 12 months ago.

The supplier issued the bill over a year ago, for consumption relating to the period 12 months before.

Looks like they've more than halved that bill now, and whilst you don't say exactly what part payment he was hoping the supplier would accept in full settlement, I very much hope it was more than the bill he now faces. So your son can now pay what he owes and the matter will finally be settled :)

There has been no part payment. In the 10 day review of the account bg simply reversed off the last 2 years of transactions generated by usage and the applied a £1900 transaction which seems to be related to 2 years electricity usage. This in affect removed the charges the lasted 2 years of charges for gas but they left the last gas metre reading at the March 2017 date and value which means the next time the gas metre reading is applied there will be a bill for 2 years of gas. The question is, can they argue the 1 year catchup rule?

I must say that without a closer look bg seemed to be offering a more than 50 percent reduction which would have been tempting to take. But if they took it bg would follow up in a few weeks with another £1500+ bill. Looked sneaky to me. Also because of their account adjustments (I presume) they actually have no gas metre reading, estimated or real for the last 2 years.
