This afternoon my car burst a tyre on a pot hole on the slip road out of a service station.
Is it possible to reclaim the cost of a new tyre from the people responsible for the maintenance of the slip road?

Probably not. You have to show negligence on the part of whoever is responsible for that part of the road network. Given that one of the results of the recent weather is road surfaces are crumbling all over I'd doubt they would be held responsible for the damage in this case, unless it's been sitting like that for some time after having been reported.0
