Low water pressure?

Hi
The water pressure from shower, bathroom and kitchen has been low. It increases if I turn the tap to cold, but obviously I don't want cold water. It's not trickling out, but it's noticeably weak.
Have a combination boiler, heating is fine, boiler pressure is correct between 1-2.
That's as far as I know to check.
I'm in an apartment block.
We've had quite a bit of snow, and it's still present. Anything to do with frozen pipes?
Anything else I can do?
