Car Hire Excess Insurance

Hi
I have recently been charged around £150 for damage to the underside of a rental car abroad. Although I cannot be sure how the damage was caused there are photographs and a report detailing the nature of the damage.
As I had previoulsy taken out a car hire excess insurance policy I was hoping that this would cover the damage and have requested a claim form, however as I have begun to fill in the form a couple of questions have arisen:-
1. There is a question relating to previous claims history which made me wonder if following up this new claim would have any affect on my private car hire insurance, ie would I have to declare it ?
2. There is a question that asks if I am liable (Y/N). How should I answer this given that I cannot be sure of how the damage was caused.
Any comments would be most appreciated.
