Notice To Owner for PCN

Hi can you help me, does the notice to owner need to be served 6 months from the service of PCN by the Council. if an informal appeal is lodged, can they "serve Notice To Owner within 6 months of the rejection of informal appeal". i.e. giving them more than 6 months.
