I have had the ability to work from home for five years - no one from the company has ever inspected my desk and chair, (although they do provide the usual guidance on workstations) a few hours on a snow day isnt going to cause an insurance problem0

So instead of using this as an opportunity to show how well you can work from home, and perhaps because of that getting them to allow you to WFH more often, you turn it on its head and be awkward for no good reason. I am all for digging your heels in when a company is being unreasonable for no good reason, however in this case it was a decision based on safety and common sense.

This is a conduct issue as you wil,l no doubt, have admitted in your home working request your ability to work from home. Your refusal to do so before leaving work will go against you. If you had returned home and found you had a power cut or the internet was down due to inclement weather you would at least been able to argue you were unable to work due to issues beyond your control (capability). They should not have needed to ask.
Default for those that have the capability to do work from home is they go home and just do it.
If i have to ask I have the wrong type of people working for me.
Would not bother with a disciplinary, why as a manager would I create work for myself.
