2x S&S ISAs in one financial year

In June 2017 I opened an S&S ISA with Hargreaves Lansdown.
I contributed £50 per month for 6 months (£300) in VLS80.
My dad then died and we came into inheritance.
I instructed an IFA.
He then opened another S&S ISA for me with Aviva in December 2017
I told him about my S&S ISA with HL.
He said this was fine as not exceeding 20k limit.
We then invested £19,700 with Aviva in Brewin Dolphin.
So a total of 20k which is the maximum but 2 separate platforms.
Today I have decided to cancel my IFA and am going down the DIY route. I want to consolidate and put both S&S ISAs into one with Vanguard platform.
I put through my Aviva one online to Vanguard and they are processing it. I then input my HL one and it threw up an error saying it would exceed the limit (both funds together don't exceed 20k as have dropped very slightly in value).
I rang Vanguard and they have told me I cannot open 2 S&S ISAs in one year and have now blocked both transfers and told me to speak to HMRC.
I rang my advisor who says he's never had a problem and the main thing is it doesn't exceed 20k per financial year.
He said he will ring Aviva now and investigate as they would have flagged up any problems when we invested....
HELP !!!!
