Council fines in Windsor (Bailiffs)

Throughout a few months of 2016 I received a total of 3 council parking fines under Royal Borough of Windsor and Maidenhead (Hereafter RBWM) - each of those I appealed all at the same time under the grounds I was never given a parking ticket on my windshield and wanted evidence.

I received no reply for around 2 months, then I was sent a letter saying as they have failed to respond, RBWM would cancel the fines. Since then, I have moved out of my address, I am currently sofa surfing because I'm a bit of a broke student and the person supporting me financially has passed away in my family so I can't afford the upkeep of a rented home until I graduate this year.

It turns out, my the new tenants have been throwing away all my mail, and as I recently requested, they said they wouldn't throw any more away and they'd tell me if anything else comes. The next letter to come through is from 'Jacob's Enforcement', telling me that there is a case with Bailiffs and they are coming to collect £400 within the next 14 days and will remove goods.

Firstly, I have no fixed abode so good luck finding me, but secondly, what can I do in this instance?

I've contacted the council and asked if it can be recalled to prevent damaging my credit rating, but no reply in the last week. I would've bloody paid it if I'd known about it, but I do not wish to deal with the bullying Bailiffs,

Help!!!

PS: No I can't find the letter where they cancelled them and they're denying ever cancelling them :-(

    No Hotmail emails accepted in that forum, but they are the experts on Council PCNs and will tell you how to reset the PCNs to appeal stage by filling in a TEC form or two.

    You might also want to ask for help on bailiffadviceonline where Sheila is the expert (she posts here as herbie21).
